The bus we rode in Tanzania did have an isle where people put their produce like onions, rice, etc (yes, we had to walk on the food to get to our seats) but there were drop-down seats over the produce when the bus got too full. Also, until the bus driver was satisfied it was full enough, the bus didn’t head to the next stop.
